The nominee must be either the tree warden or the deputy tree warden in Massachusetts. Other criteria for the award include: the nominee actively participates in the National Arbor Day Foundation's Tree City USA program, the nominee demonstrates active leadership and dedication to the protection of urban trees, the nominee educates the community about the importance of healthy urban trees, the nominee holds and annual Arbor Day celebration, the nominee shows commitment to the profession by volunteering with a tree-related organization.
